Vietnam National University Ho Chi Minh City sets direction for science, technology, and innovation in 2023

Vietnam National University Ho Chi Minh City implements the strategic plan for science, technology and innovation of VNU-HCM in the mid-term period 2021-2025, including 02 key tasks:

Firstly, promote international publications with the goal of rapidly increasing the number of international scientific publications in the Scopus/Web of Science database;

Second, strengthen the system’s capabilities by gathering resources across the entire system to undertake national-level science and technology tasks.

As of December 2022, the total number of scientific publications in the Scopus database across the system reached 1,913 articles, achieving 77% of the 2022 plan of 2,500 articles. Of these, four units surpassed 100% of the international publication plan set out; international publications in the Scopus database increased by 63% compared to the same period in 2021 (1,211 articles). The number of patents granted in the US was two patents. To continue implementing the science and technology strategic plan for 2023 under the theme “Autonomy Model – Reaching Global Heights” and to deploy the government’s action program implementing Resolution No. 24-NQ/TW dated October 7, 2022, by the Politburo, VNU-HCM takes the lead in executing the project “Developing Vietnam National University, Ho Chi Minh City into one of the leading higher education institutions in Asia”. In 2023, the following four key activities will be further deployed:

1. Improve policy mechanisms to support scientific, technological, and innovative activities

Specific activities include:

  • Developing policies to provide maximum support to organizers of conferences/seminars with publications on the Scopus list.
  • Rewarding international publications at VNU-HCM for the period 2022-2025.
  • Establishing regulations on KPI framework guidance and evaluation/standards for the completion of tasks for lecturers during the academic year.
  • Developing policies to support female teaching staff/researchers participating in scientific research and innovation.
  • Update the criteria for reviewing topics at the VNU-HCM level, types A, B, C, with a preference for female leads, international scientific publications listed in Scopus, and integrating training with scientific research
  • Proposing a tripartite cooperation model involving the government, researchers, and businesses (where businesses grasp the market products of science and technology, commercialize research outcomes, and invest in research leading to final products).

2. Continue to develop strong research groups/centers of excellence and international/enterprise cooperation

Specific activities include:

  • Developing a project for establishing an Innovative Entrepreneurship Center in the Advanced Research Center area (from the World Bank loan project): including 01 open space area, an intellectual property and technology transfer office for scientists, research groups, postgraduates, and enterprises to exchange information.
  • Commissioning (Topdown) potential/strong research groups to submit research project proposals for national Science and Technology (S&T) programs, and cooperation agreements with localities, especially Ho Chi Minh City, the Ministry of Science and Technology. This also includes collaborative research programs between the two National Universities on Material Science, and corporate collaboration research programs, especially with corporations like Hung Thinh, Loc Troi, VNfood, etc.
  • Implementing cooperation agreements with Ministries/International Institutes/Enterprises/Large Corporations and encourage businesses and international institutes and universities to set up laboratory equipment or R&D offices at the Advanced Research Center area.

3. Strengthen startup activities, innovation and technology transfer

Specific activities include:

  • Developing a project for establishing an Innovative Entrepreneurship Center in the Advanced Research Center area (from the World Bank loan project): including 01 open space area, an intellectual property and technology transfer office for scientists, research groups, postgraduates, and enterprises to exchange information.

4. Build a management information system about science, technology and innovation

Specific activities include:

  • Completing the science and technology information portal and putting it into operation, including instructions for developing project descriptions, supporting the search for various funding sources, to assist research groups in registering topics and building a culture of academic integrity.
  • Complete the software for managing topics and projects, from registration, approval, to project acceptance.
