VNUHCM Chancellor Confirms Four Key Commitments with Information Technology Park

These four commitments were presented by Associate Professor Dr. Vu Hai Quan, Chancellor of VNUHCM, during the 20th anniversary celebration of the VNUHCM Information Technology Park (ITP), organized by ITP on the morning of May 24th.

The Nucleus of Innovation

According to Associate Professor Dr. Vu Hai Quan, over the past 20 years, the ITP has successfully fulfilled its mission assigned by the Vietnamese Government and VNUHCM to create a dynamic and efficient environment connecting education, research, and business within the VNUHCM urban area. Consequently, the ITP has significantly contributed to the development of the country’s information technology and communication industry.

For future development, Associate Professor Dr. Vu Hai Quan outlined four strategic directions for the ITP. Firstly, the ITP is to become the nucleus for VNUHCM’s digital transformation efforts, providing online lectures, teaching tools, and managing online courses throughout the VNUHCM system and evolving into a centralized IT center.

Furthermore, the ITP will become a national-scale innovation hub within VNUHCM.

Associate Professor Dr. Vu Hai Quan highlighted that the forthcoming resolutions from Ho Chi Minh City would introduce supportive policies for innovation and startups, applicable to units and organizations within the city. With the aim of becoming a national innovation center based in Ho Chi Minh City, these policies would benefit from both the national incentives for innovation and the city’s specific policies. This presents a significant opportunity for ITP to attract lecturers and students.

The third mission, linked to ITP’s initial purpose, is to become a information technology park. He emphasized that ITP must mobilize resources to expand and become a place that truly attracts foreign and domestic businesses for establishing research and development centers or software hubs.

Finally, the Chancellor of VNUHCM believes that ITP must explore ways to reconstruct the organization and renew its operational model to achieve the highest efficiency.

“If we still follow the old model, it will be very difficult for us to succeed in the face of new challenges and opportunities” – Mr. Quan said.

Associate Professor Dr. Vu Hai Quan emphasized that for ITP to accomplish these tasks, “as the Chancellor, I confirms my strong commitment to ITP.”

“Initially, regarding digital transformation, I have proposed Mr. Ha, who is both the Deputy Director in charge of ITP and the Deput Director of Department of Academic Affairs, to channel and deploy resources from VNUHCM to build a digital learning center. Accompanying this commitment are the programs, projects, and financial support from VNUHCM for ITP,” the Chancellor of VNUHCM affirmed.

Mr. Quan made it clear that the second commitment was that VNUHCM would strive to develop and propose to the Government and relevant authorities a proposal for a National Innovation Center, in which ITP is expected to serve as the core and pivotal factor.

In addition, VNU-HCM will continue to collaborate closely with Ho Chi Minh City, Binh Duong Province, and other Southeast provinces to leverage funding support for innovation activities.

Associate Professor Dr. Vu Hai Quan explained that startup and innovation activities must be integrated with the university environment, including faculty, students, and businesses. Innovation efforts would not succeed if any of these components were isolated.

Regarding the restructuring of ITP, the Chancellor of VNUHCM committed to cooperating with ITP on decisions related to restructuring and renewing the management model to ensure the highest efficiency of its operations.

“I very much hope and expect that by 2030, when people talk about ITP, they will refer to it as an innovation center, a place with digital training programs. And speaking of ITP means talking about an information technology park, where the leading software technology businesses from Vietnam and the world are located,” the Chancellor of VNUHCM emphasized.
